- CIQ-China Food Safety requirements -

The China Compulsory Certification (CCC) applies for manufacturers planning to export product to China that fall within the list of CCC product scope, compliance is mandatory. The process of obtaining the CCC mark includes product testing in China , a factory inspection by Chinese auditors at the manufacturing plant, and follow up factory inspection to maintain CCC mark validity.

On occasion, when the commodity classification or name of product is similar to a good subject to CCC, China Customs will request CCC marking when none is required. This scenario does not require an exemption, but rather that the importer provide detailed product information such as a product presentation, manual, test reports, declaration of conformity, invoice and bill of delivery to the local CIQ office (local China Entry-Exit Inspection and Quarantine Bureau). CIQ will provide a declaration that the product does not need a CCC mark, usually within one week. This document is then provided to customs officials for normal clearance.

There are, however, limited cases where goods subject to CCC mark requirements may qualify for an exemption. An exemption request must be filed by the importer and requires careful application prior to shipping. It is not an encouraged nor straightforward process, but these general guidelines can help assess whether it is in your company's interest to pursue an exemption.

There are further clarification as to the new regulations required by the China CIQ (China Inspection and Quarantine) for food products. All outer packaging is supposed to contai n the following information to meet the CIQ's guidelines:

1. Producer name (in Chinese), Export Quarantine Sanitarian Registered Number , Product name in Chinese, Lot number, production and expire date to be printed or stamped on the outer carton and the product itself.

2. A CIQ symbol will be added on the outer carton.  Diameter of the sticker will be 20mm, 30mm or 50mm depending on the carton size.

3. The location of above and symbol on the outer carton will be according to the local CIQ's requirement (I guess this leaves room for ambiguity).  The location would be fixed but in no case to cover the customers information needs. Inner package requirements if necessary:

4. A CIQ symbol would also be added to the retail packages, including retail box, pail, bags, etc.  The diameter will be 10mm.

5. If the inner packages are a type of basket, sacks or other package style which is not suitable for adding a CIQ symbol, they will be exempted, but the exemption must be approved by the local CIQ of the producer.

6. Producer name (in Chinese). Export Quarantined Sanitarian Registered Number: xxxx/xxxxx (total of 9 digits) . Product Name (in Chinese). Lot number & Production date: xxxx ( Julian date) or YYYY/MM/DD (year/month/day)

Process to obtain CIQ approval for export China

1. Create and record the filling of the importer.

2. The place of registration must be in the Industrial and Commercial Bureau of Beijing (No matter where the port that food and beverage products will be imported in is).

3. Consignee should be the same person written on the inspection application form.

4. The specific process of creating and recording the filling of importer:

4.1 Filling in the application Form and submit following materials:


Business License . Organization Code Certificate . Hard Copy of ID Card of Legal Representative + Original ID Card

5. Hard Copy of Foreign Trade Business Operators Filling Form (if available) . Quality & Safe Management System of Corporation about Examination and Acceptance of Procured Goods, Recall of Defective Food, and Track of Logistics. . Relevant Organization, Departments, and Responsibilities to Safe of Food. Categories of Food and Location of Storage (attached with plan of warehouse and leasing contract) . Relevant Reference if the Corporation Engaged in Importing, Manufacturing, and Selling Area of Food in Recent 2 Years.

6. All the Materials should be sealed.

7.1 Auditing by Related Bureau: the officials from Beijing Entry-exit Inspection and Quarantine Bureau is in charge of reviewing all the materials submitted by applicants and examining the condition of warehouse on-site if necessary. The examination includes the hygiene condition of storing stock, record of importing and sales, record of entry and exit of warehouse. All the examination work would be done within 5 working days.

7.2 Supervision

.Once consignee got approved by Beijing Entry-exit Inspection and Quarantine Bureau, the person is required to declare record information of importing and sales to the supervision system as the basis of annual inspection and establishing transparency and honesty management system. If there are any changes in the name, business operation address, and contact of importer, it is required to update within the filling and recording system to modify. No fake and lending materials. Each end of year, Beijing Entry-exit Inspection and Quarantine Bureau proceeds with an annual inspection for all consignees
